Leslie A. Eldridge, P.E., CHMM – President and Environmental Engineer; Boise, Idaho

Leslie founded Water, Civil, and Environmental Inc. in 2013 with the intention of developing a small firm that focuses on providing value and innovation to its clients. She has 17 years of experience focusing on environmental due diligence, compliance, site characterization, risk assessment, remediation, and hazardous materials/waste management. She has conducted numerous environmental site assessments and internal ISO 14001 Environmental Management System (EMS) and environmental compliance audits and has designed, supervised the installation of, and monitored a variety of remediation systems including electrothermal treatment, soil vapor extraction, and hydraulic containment systems. Leslie is experienced in the interpretation and application of federal, state, and local laws to determine cleanup criteria for soil and groundwater; remediation system design and permitting requirements; and the proper handling, storage, and disposal of hazardous and non-hazardous waste.

Leslie holds a Bachelor of Science in Chemical Engineering from the University of Maine and a Master of Science in Environmental Engineering from the University of Iowa. She is a licensed Professional Engineer in Idaho, maintains OSHA 40 hour HAZWOPER certification, and is an Institute of Hazardous Materials Management (IHMM) Certified Hazardous Materials Manager.

Mr. Eldridge has 18 years of experience managing a wide variety of civil and environmental engineering projects including the design and renovation of several fish hatcheries and fish migrant facilities and the design and installation of groundwater and surface water remediation systems.
Ryan Eldridge, P.E. – Senior Project Manager; Boise, Idaho

Ryan has 19 years of experience managing a wide variety of civil and environmental engineering projects. He has been the project manager and lead engineer on the design and renovation of several fish hatcheries and fish migrant facilities with construction budgets ranging between $10 million to $32 million. Ryan has also designed and supervised the installation of groundwater and surface water remediation systems including pump and treat, groundwater dewatering, groundwater injection, soil vapor extraction, air stripping, zero-valent iron, bioremediation, and thermal remediation systems. He has experience coordinating with local, state, and federal regulators in the preparation of Interim Measures and Voluntary Cleanup Plans as well as the preparation of Stormwater Pollution Prevention Plans (SWPPP) and Spill Prevention Control and Countermeasures Plans (SPCC).

Ryan holds a Bachelor of Science in Watershed Science from Colorado State University and a Master of Science in Civil Engineering from San Jose State University. He is a licensed Professional Engineer in Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Texas, and Washington. He maintains OSHA 40 hour HAZWOPER, Mine Safety and Health Administration (MSHA) Surface Miner, and MSHA Underground Miner certifications.

Rob Roberts – Senior Environmental Scientist; Phoenix, Arizona

Rob is an environmental project manager with more than 25 years of experience coordinating and managing environmental projects throughout the Pacific Northwest. He has conducted hundreds of Phase I Environmental Site Assessments, Phase II soil and groundwater explorations, hazardous material surveys, underground storage tank closures, peer reviews, remedial cost estimates, and contaminated site cleanups at a variety of properties. He has also conducted remedial investigations and cleanups in accordance with the Washington State’s Department of Ecology’s MTCA cleanup regulation and Washington State’s Dangerous Waste Regulation (173-303).

He has managed multiple cleanups with budgets in the $1M to $3M range and his clients have included local municipalities, attorneys, developers, and industrial entities. Rob’s expertise includes identifying relevant site environmental issues and developing workable cleanup solutions. Rob holds a B.S. in Chemistry from Colorado State University and maintains an OSHA 40-hour HAZWOPER certification.

Kelly Mitchell – Senior Archaeologist; Boise, Idaho

Kelly is a Senior Archaeologist with over 20 years of technical experience in cultural resource management. She has served as a principal investigator, project manager, field director, researcher, and crew chief on over 50 archaeological surveys throughout the Great Basin in Idaho, Utah, and Nevada, as well as in California, Oregon, Washington, Montana, North Dakota, Michigan, and western Kentucky and Tennessee. These surveys have included small and large-scale areal and linear surveys for transmission lines, irrigation systems, roadways, military actions, land exchanges, Federal Section 106 and 110 compliance, and development projects with clients that include the Air Force, National Guard, USACOE, BLM, USFS, USFWS, Bureau of Reclamation, ITD, UDOT, FERC, local governments, and several local and commercial companies. She has authored numerous cultural resource survey reports, architectural survey reports, historic contexts, cultural resource management plans, research designs, mitigation plans, and prepared cultural resource sections and Programmatic Agreements for NEPA documentation.

Kelly holds a Bachelor of Science in Anthropology from the University of Idaho, a Master of Arts in Western History from Boise State University, and maintains OSHA 40-hour HAZWOPER certification.

Ragan Driver – Archaeologist; Olympia, Washington

Ragan has 14 years of experience in cultural resources management and archaeological investigations, as well as extensive experience working with Geographic Information Systems (GIS). He has experience with Great Basin, Great Plains, and Columbia Plateau archaeology, zooarchaeology, and human osteology. He also has experience in the management of field efforts, quality control, and health and safety for environmental remediation projects, construction projects, and impact assessment and permitting projects. Ragan is proficient in various State Historic Preservation Office (SHPO) archaeological databases and has a good understanding of Sections 106 and 110 of the National Historic Preservation Act as they relate to cultural resources inventory, evaluation, and mitigation.

Ragan has a Bachelor of Arts in Anthropology from the University of Wyoming, a Graduate Certificate in GIS from the University of North Dakota, and maintains OSHA 40-hour HAZWOPER certification.

J. David Wildharber — Senior Environmental Scientist; Boise, Idaho

David is an environmental project manager with more than 13 years of experience coordinating and managing environmental projects throughout the Midwest, Northeast, and Intermountain regions. He has conducted hundreds of Phase I and Phase II Environmental Site Assessments, performed underground storage tank closures, hazardous and non-hazardous waste disposal management, asbestos inspections, and lead-based paint sampling at a variety of commercial, industrial, and residential properties.

David holds a Bachelor of Science in Geology and a Bachelor of Arts in History from The University of Tennessee at Martin. Additionally, he has completed two years of graduate-level studies in Geology at Southeast Missouri State University. David maintains OSHA 40-hour HAZWOPER and 8-hour Supervisor certifications, as well as an EPA-accredited asbestos inspector’s certification.

John Huber – CAD Designer; Boise, Idaho

John has 22 years of experience drafting and designing in a wide variety of civil, surveying, and power engineering projects. He has worked with many municipal and private clients throughout the United States. His experience includes completing boundary, ALTA, topographic, and right-of-way surveys; construction staking; right-of-way plans for land development and transportation projects; subdivision designs (including storm and sewer design and grading plans); construction documents; and research. John can take survey information, computerize it, and create a deliverable that matches the client’s wants and needs. He has developed, gathered information, and carried out training for Civil 3D modeling for multiple companies. He has developed civil and survey styles, code lists, and their associated files for Trimble surveying equipment.

John holds a Bachelor of Science in Technology Management from Utah Valley University.

Zach Cooley – Staff Mechanical Engineer; Boise, Idaho

Zach has five years of experience managing and working on a variety of water, civil, and environmental engineering projects as well as general construction projects. He has worked with many federal and municipal clients throughout the Northwest, serving as the project manager, field engineer, surveyor, and construction manager on the design and construction of large fish habitat, river restoration, bank stabilization, and heavy civil projects with construction budgets ranging between $25K to $5M. As an integral part of his responsibilities, Zach has led coordination activities and management efforts with a variety of federal, state, and local regulators. He has experience working in the field as both a construction manager and an engineer assisting with design and project management. His ability to work in a multitude of environments and as the front line of communication with a variety of stakeholders in complex situations has resulted in successful, cost-effective solutions for his clients.

Zach holds a Bachelor of Science in Mechanical Engineering from Boise State University and maintains OSHA 40-hour HAZWOPER certification.

Gibson de Jode – Staff Civil Engineer; Boise, Idaho

Gibson is registered as an E.I.T. for the State of California (#176237). He has experience as an engineering intern for Schnabel Geostructural Design and Construction where he contributed to a variety of engineering projects, such as the Fremont Hall Landslide Stabilization Project on California Polytechnic’s San Luis Obispo campus. He has worked directly with project engineers to complete material takeoffs, design clarifications, bid reviews, and on-site surveying. He has a history of active involvement with construction managers and foremen to facilitate efficient site management and scheduling. Throughout his career, he has effectively produced reports and submittals regarding material testing and evolving site conditions, composed technical drawings, and revised site plans.

Gibson graduated summa cum laude from California Polytechnic State University, San Luis Obispo in June 2022 with a B.S. in Civil Engineering and an emphasis on Water Resources and Geotechnical Engineering. Gibson maintains OSHA 40-hour HAZWOPER certification.

Haley Guinn – Staff Civil Engineer; Boise, Idaho

Haley has three years of experience in design and construction inspection of airports, over four years of experience in AutoCAD Civil 3-dimensional (3D), as well as experience in hydraulic engineering center-recirculating aquatic systems (HEC-RAS). Haley was a staff engineer for two years in the Airport Group at T-O Engineers, where she gained experience preparing and conducting construction conferences, duration estimates, and long-term on-site construction inspections. She also has experience in airfield pavements, airfield grading, and surface design. She has knowledge in the application of Federal Aviation Administration (FAA) Advisory Circulars and FAA grant processes, as well as experience as an on-site Resident Project Representative.

Haley has a B.S. in Civil Engineering from Montana State University. She has a State of Idaho Engineering Intern certification and has passed the Fundamentals of Engineering exam. Haley maintains OSHA 40-hour HAZWOPER certification.
